2011 POC-PSC BATANG PINOY REGIONAL QUALIFYING ROUND Areas: MINDANAO / VISAYAS / SOUTH LUZON / NORTH LUZON / NCR

Held under the Approval of the Philippine Aquatic Sports Association, Inc Under this approval it is understood and agreed that PASA shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event. TECHNICAL GUIDE AND GENERAL INFORMATION The BATANG PINOY National Games is a national competition for children aged 12 years to 15 years sponsored by PSC, with PASA handling the technical management of the swimming competition. Being a government project addressing grassroots and developmental level participation, the swimming competition is “APPROVED” for participation in by all PASA-affiliated and non-PASA affiliated parties able to meet the LGU eligibility and Qualifying requirements. Participants must swim in the Regional Qualifying Rounds representing their respective LGU’s in their respective areas. Swimmers must swim and qualify in their respective Areas to represent their areas in the Batang Pinoy Nationals to be held in Dec. 10-13 at Naga City. Regional Qualifying Rounds schedules in the following geographical areas leading to the National Batang Pinoy are as follows: 1. The swimming competition shall be classified as “Grassroots Jr. Developmental Meet” and shall provide opportunities for upcoming grassroots Jr. and age group (12-15 years) participation subject to PASA Entry Rules. Participants who are not yet registered and affiliated with PASA have the opportunity to register for the 2011-20012 swimming season.
2. SWIMMING ELIGIBILITY: Age and Representation. 1.Open to children 12-15yrs old based on the Batang Pinoy Calendar year. For 2011 edition of Batang Pinoy, participants shall not be born earlier than 1996. 2.Representation is strictly by Local Government Unit (LGU). This may be in the form of a provincial, city or municipal representation. No athlete shall be accepted without accreditation of a particular LGU. 3.An athlete may choose from the following options for choice of LGU representation: a.Current residency (no time/period requirement) b.Current school location c.Place of Birth 4.Batang Pinoy is open to all Filipinos whether by birth or naturalized. Foreign-Pinoy may also join provided he/she represents a particular LGU. Hence above item# 3 shall be observed. 5.No athlete shall be allowed to represent more than one LGU during the 2011 edition of Batang Pinoy. Mandatory Requirements: The following are proof of eligibility of athletes to be submitted by the LGU’s: 1)Place of Birtha.Any of the following birth certificate – issued by NSO or Local Civil Registrar.
2)Current Residency a.Barangay residence certificate, billing address, any government issued ID card bearing the name of the athlete.
3)LGU Entry Form a.Is a delegation LGU masterlist (name, sports and age of athletes and officials) to be certified by the Mayor. Other document/forms 4). BP Form A Is a delegation master list (name, sports and age of athletes) to be certified by the Mayor/Governor. This form will be submitted to the Batang Pinoy National Secretariat, together with the above proof of eligibility of athetes, two (2) weeks before the start of the Regional Qualifying Leg. 5). Birth Certificate Xerox copy of NSO and/or Local Civil Registrar issued Birth Certificate of participating athlete.
Participants are advised to coordinate with their respective LGU’s and log on to www.batangpinoy.psc.gov.ph to download LGU forms and for other general guidelines and LGU procedure for representation. Participants must not be born earlier than 1996. 3)For an athlete to represent their respective LGU’s, he/she must be a resident of thehe/she represents in the LGU he/she represents.. For National Batang Pinoy: For an athlete to qualify for the Batang Pinoy Nationals, he/she: 1)Must have swam and qualified in the area where the Regional Qualifying round is held. 2)Must have represented his/her LGU in the Regional Qualifying round. 3)Gold medalist in an event in the regional qualifying legs (Mindanao, Visayas, Northern Luzon, Southern Luzon and NCR) shall advance to the National Batang Pinoy to be hosted by Naga City. PASA-Affiliated Parties -The POC-PSC Batang Pinoy Games swimming competition is open to all PASA-affiliated parties in good standing able to meet the eligibility requirements based on LGU representation. Participation in the Batang Pinoy can also be a good means to develop closer ties with LGU’s for some clubs. 3. MANAGEMENT OF BATANG PINOY Regional Qualifying Rounds Representation: By Province and city/municipality. National Championships 1)Participation expenses by the LGU shall be on its own account. 2)Technical management shall be handled by POC, NSA’s. 3)Games administration and management shall be handled by PSC. 4)Playing venues and billeting facilities shall be the responsibility of the host locality. 5)The DILG and DepEd shall assist the PSC in running the Games, Hence both agencies will be part of the working committee spearheaded by PSC. 1)Role of PSC a.PSC shall take charge of Administrative and Operational matters of the Games. 2)Role of POC and NSA’s a.The role of the POC and its National Sports Associations (NSA’s) is to oversee the Technical Management of the games and serve as the advisory body to the PSC, DILG, DepEd, and Leagues of Provinces, Cities, Municipalities and Barangays. 3)Regional Host Role: a.The role of the Regional Host is to provide for the playing venues, billeting facilities, security and crowd management of the regional qualifying rounds. 4)Role of DepEd and DILG a.The role of the DepEd and DILG is to provide support on administrative matters of the games. b.To extend technical assistance whenever necessary. c.To take the lead role in their respective organizations in mobilizing resources and in disseminating vital information for a well-coordinated event.

3). Host LGU shall mail hard copy of participants entry forms together with eligibility requirements to:

The PASA Swimming Committee thru its representative shall supervise and monitor the conduct of the meets as well as results and performances of athletes. All submitted entry forms of participants coming from their respective LGU’s will be processed and encoded by PASA based on entry times, eligibility requirements and rules on participation. 8. ENTRY FEES: There will be no entry fees for the swimming events The Swimming Registration Committee shall handle the registration of all swimmers, coaches, officiating officials, media and members of working committees. ID cards shall be issued to the aforementioned individuals for the duration of the swimming competition.. 10. FINA AND PASA RULES: Current PASA administrative rules of competition and FINA Technical Rules will govern the swimming competition. Coaches are expected to know the swimming rules and educate their swimmers about them. 11. 13. CONDUCT OF COACHES AND ATHLETES: Must possess and visibly wear a current POC-PSC BATANG PINOY Accreditation Card. Only coaches, officials and swimmers will be permitted on the pool deck in designated areas. By their submission of entries, all coaches verify and ensure that all their entries and certifications for eligibility or proof of time in the meets are accurate. PASA affiliated Athletes shall have their accreditation or PASA ID’s during the meet for entry purposes and identification at the ready area. MEET OPERATION: 1) Coaches need to check in their swimmers at the registration table for their clearance cards to be released by PASA 2) The management and conduct of the competition shall be under the full control of PASA. 3) Events may be combined or re-seeded to facilitate better meet operation, with results separated afterwards. 18. SCRATCHES AND NO SHOW:
A P 50.00 administrative scratch fee will be levied for every scratch made after the scratch deadline by a coach, on behalf of any swimmers and for any event. Coaches must present scratches to the Control Room Supervisor sixty (60) minutes prior to the start of the coaches meeting. The fee will only be waived upon submission of a valid medical certificate. “NO SHOW” swimmers that are not scratched by their coach in an event at the day of competition will not be permitted to swim in subsequent events in that session. 19. NO SMOKING: Smoking is not allowed in the swimming competition venue 20. ADAPTED COMPETITORS: Meet Directors will ensure that differently abled swimmers are allowed to participate in the meet. 21. COACHES MEETING: The Coaches’ Meeting will be held on the first day of swimming competition at 08:15 hrs, at the competition venue briefing area before the start of competition. 1) The Meeting will provide updated sport specific information for all coaches and team officials. 2) All Accredited teams must be represented at this meeting, as there will be a review of the competition procedures, athlete flows, warm up procedures, victory ceremonies, etc.

TRAINING AND WARM UP LAYOUT
NOTE: Coaches are expected to follow the warm up guidelines and supervise their swimmers during the warm up to ensure order and safety. Likewise, only authorized personnel are allowed on deck. Only the coach with relevant official business may approach the officials table in behalf of the swimmer. Any coach or team that violates any of the rules, and allows an unauthorized individual or parent to be on deck or the official’s table will be faced with disciplinary action.
