BATANG PINOY 2019 GENERAL GUIDELINES

Sports to be played on the qualifying legs:

ELIGIBILITY FOR THE LUZON, VISAYAS AND MINDANAO QUALIFYING LEG:
  1. The Batang Pinoy 2019 is a multi-sports competition for Filipino youth (15 years old and below);
  2. Participants must be born on 2004 and year thereafter (Birth Year not Birth date);
  3. Participants shall be classified under two (2) age-groups: 12 and under (Boys and Girls) and 13-15 years old (Boys and Girls);
  4. An athlete should participate as a member of the official delegation of a Province, Chartered City and Municipality. Barangay level endorsement of athletes shall NOT be accepted;
  5. A Fil-foreign athlete may participate as long as the athlete is duly-endorsed by a particular LGU. The athlete should have a Philippine Passport a copy of which should be submitted;
  6. An athlete with foreign parents born in the Philippines shall present original Philippine Statistics Authority (PSA) Birth Certificate;
  7. An athlete should only represent one (1) particular LGU and cannot represent a different LGU up to the National Championships in case the athlete qualifies;
  8. Club Teams, schools, associations and organizations are allowed to join the Batang Pinoy, as long as they are endorsed by a particular LGU, and part of the official delegation;
  9. Participation in the 2019 Batang Pinoy Qualifying Legs and National Championships is FREE OF CHARGE. No entry/participation/membership fee will be collected;
  10. Transportation, meals and other incidental expenses shall be shouldered by the LGUs;
  11. PSC will provide the billeting schools for the athletes, coaches and delegation officials;
  12. Only those listed on the official delegation list shall be issued a Batang Pinoy ID. NO BATANG PINOY ID, NO PLAY. ID SHOULD BE WORN CONSPICUOUSLY AT ALL TIMES AND ALL VENUES FOR THE DURATION OF THE EVENT; and
  13. Lost ID will be replaced but only after submitting the following:
  14. Incident report signed by the concerned person and noted by the Head of Delegation
  15. Affidavit of loss duly-notarized
  16. Police report
REQUIREMENTS TO BE SUBMITTED:
  1. MEDICAL CLEARANCE signed by a licensed medical doctor for the last 2 months;
  2. WAIVER OF MEDICAL LIABILITY signed by the parents/guardian attached with photo copy of parent’s or guardian’s valid ID who will sign the waiver;
  3. DELEGATION LIST with LGU DRY SEAL and duly signed by the Provincial Governor, City/Municipal Mayor or Provincial/City/Municipal Sports Coordinator only (any of the three). THE NATIONAL SECRETARIAT WILL NOT ENTERTAIN DOCUMENTS SUBMITTED WITHOUT THE SIGNATURE OF ANY OF THE MENTIONED AUTHORIZED OFFICIALS AND WITHOUT A DRY SEAL. In case of the absence of any of the above-mentioned signatories, an Authorization from the Provincial/City/Municipal Administrator shall be presented by the bearer;
  4. 1 copy 2 X 2 ID picture with white background taken within the last 2 months, to be pasted in the DELEGATION GALLERY FORM;
  5. Athlete entry form duly filled out;
  6. LGU Entry Form B per sport duly signed by the Head Coach; and
  7. Original Birth Certificate issued by the Philippine Statistics Authority (PSA) to:
  8. first time participants; and
  9. athletes who did not submit the Original Birth Certificate in the past editions of Batang Pinoy.
PROCEDURE IN SUBMITTING ENTRIES:

1. Prepare all the following requirements:
  • PSA Original Birth Certificate (for first time participants and those who have not yet submitted original birth certificate during previous Batang Pinoy Tournaments). NON- COMPLIANCE WILL NOT BE REGISTERED.
  • Fully filled-out waiver signed by the participants and the parents/guardian attached with photo copy of parent’s/guardian’s ID.
  • Medical Certificate duly signed by a licensed medical doctor for the last 2 months.
  • Delegation list with LGU dry seal duly signed by the authorized official.
  • 1 copy of 2x2 ID picture taken within the last 2 months with white background.
  • Athletes Entry Form completely filled-out and signed by the athlete and Head Coach.
  • Form B duly signed by the Head Coach.
 2. Submit all requirements personally or thru courier to:

  1. Submit in advance thru e-mail the following:
    1. 2x2 ID picture taken within the last 2 months with white background pasted on the delegation gallery form.
    2. Form B duly signed by the Head Coach.
    3. Delegation list with LGU dry seal duly signed by the authorized official.
    4. Athletes Entry Form completely filled-out and signed by the athlete and Head Coach.

  1. Only those athletes that have complete submitted requirements shall be registered and IDs will be prepared.
 
 
ELIGIBILITY FOR THE NATIONAL CHAMPIONSHIPS:
 
  1. Only medallists in the Batang Pinoy 2019 qualifying legs (individual or team event) are qualified for the National Championships. They are also entitled to receive a subsidy amounting to Three Thousand Pesos (P 3,000.00) in the National Championships from the PSC.
  2. Athletes who will play in the National Championships can only compete on the  sport/event/discipline/class/category in which he/she had won in the qualifying leg.
  3. Substitution or replacement of a qualified athlete in the individual event is not allowed. However, in the team event, substitution may be allowed if they meet the following requirements:
  4. If any of the member of the team has suffered an injury and found not fit to compete by a licensed medical doctor through a medical certificate.
  5. If the game schedule falls on school examination period as certified by the school principal where he/she is enrolled.
  6. If the athlete had already migrated to another country, as long as it is supported by relevant documents.
  7. Only a maximum of three (3) athletes are allowed to be substituted/replaced in a team.
  8. The substitute athlete must also born on 2004 and the year thereafter.
  9. The requirements must be submitted within the prescribed period for substitution/replacement scheduled by the Batang Pinoy National Secretariat. The Batang Pinoy National Secretariat will no longer accept substitution/replacement after the prescribed period.
  10. In the event where there is only one competing athlete, no medal will be awarded but the athlete is considered as qualifier for the national championships. Subsidy will only be given to the athlete if he/she wins in the national championships.
  11. NO BATANG PINOY ID, NO PLAY.
 
MEDAL COUNT:
  1. All medals awarded are included in the medal tally.
  2. For the qualifying legs, athlete is only allowed to play in the category/discipline/class where his/her name was entered in the Form B as submitted and endorsed by the LGU. Non-compliance will result to forfeiture of any medal won by the athlete and shall be awarded to the next ranking athlete.
  3. For the national championships, qualified athlete is only allowed to play in the category/discipline/class where he/she qualified. Non-compliance will result to forfeiture of any medal won by the athlete and shall be awarded to the next ranking athlete.
MONETARY SUBSIDY FOR QUALIFIERS:
  1. All medallists in the qualifying leg (Luzon, Visayas and Mindanao) will be considered as qualifier and as such are entitled to monetary subsidy to be received only upon actual registration during the National Championships. NO PROXY AND AUTHORIZATION LETTER WILL BE ENTERTAINED.
  2. Only one-time monetary subsidy shall be given to qualified athletes regardless of the number of medals won.
  3. For the nine (9) identified sports to be played only in the National Championships (Cycling, Rugby Football, Gymnastics, Judo, Muaythai, Triathlon, Weightlifting, Wrestling and Wushu) in the national championships, monetary subsidy shall be released only to medallists and after the final official results have been submitted by the NSA Tournament Director, verified by the Head of the Results Committee and Head of the Registration Committee.
 
PROTEST AND APPEALS DURING THE GAMES
PROTEST ON ATHLETE ELIGIBILITY:
  1. All participating LGUs may file a protest with the Batang Pinoy National Secretariat regarding athlete eligibility.
  2. Petitioning LGUs shall submit an accomplished Protest Form (downloadable at Batang Pinoy website) addressed to the Batang Pinoy Organizing Committee for action.
  3. There must be relevant documents to be determined by the PSC Jury on Appeals.
  4. The protest must be signed by the Head of the Delegation only whose name appear on the Delegation list submitted. Filed protest signed by any other person shall not be accepted or entertained.
  5. The protest form must be submitted in duplicate to the Batang Pinoy National Secretariat.
  6. The protest must be filed by the petitioning LGU right before the start of the medal round. Filing of protest after the start of the medal round will not be accepted or entertained.
  7. A non-refundable protest fee of Ten Thousand Pesos (P 10,000.00) shall be paid by the petitioning LGU.
  8. NON-ATTENDANCE IN THE SOLIDARITY MEETING automatically waives the right of the LGU to file protest and appeal.
 
PROTEST ON GAME/MATCH RESULTS:
  1. Any protest regarding game/match results and officiating shall be filed to the Tournament Director of the sport concerned.
  2. The protest must be filed within the prescribed period of the NSA Technical Guidelines.
  3. All protest filed will be forwarded to the Jury of Appeals for review and deliberation.
  4. NON-ATTENDANCE IN THE SOLIDARITY MEETING automatically waives the right of the LGU to file protest and appeal.
 
APPEALS:
  1. All participating LGUs may file an appeal with the Batang Pinoy Secretariat only on the Tournament Director’s decision/s on the protests filed regarding game/match results and officiating.
  2. Petitioning LGUs shall submit an accomplished Appeal Form (downloadable at Batang Pinoy website) address to the Batang Pinoy Organizing Committee.
  3. The following documents shall serve as supporting attachments for appeals:
    1. Name of athlete/s, LGU and technical official/s concerned.
    2. Certified copy by the Tournament Director game result being protested.
    3. Copy of the protest decision rendered by the Tournament Director.
    4. The parent or the athlete are not allowed to file the appeal.
    5. The appeal form must be submitted in duplicate to the Batang Pinoy National Secretariat.
    6. The appeal must be filed within sixty (60) minutes after the decision has been rendered.
    7. A non-refundable appeal fee of Five Thousand Pesos (P 5,000.00) shall be paid by the petitioning LGU.
    8. The Jury of Appeals shall deliberate on the appeal and issue their decision on the same through writing within the prescribed period of the NSA Technical Guidelines.
 
THE FOLLOWING SHALL BE STRICTLY ENFORCED
 
December 17, 2018 – Deadline for submission of entries for Luzon Visayas and Mindanao Leg. (NO MORE EXTENSION). ENTRIES AFTER THE DEADLINE WILL NOT BE ACCEPTED. Only entries submitted in advance thru e-mail are to be accepted after the deadline. NO ONSITE REGISTRATION.
 
DELEGATION REGISTRATION MEETING (DRM)
 
  1. Head of Delegation and Asst. Head of Delegation of all participating LGUs are required to attend the Delegation Registration Meeting.
  2. All IDs of the LGUs with complete submitted requirements will be released and considered registered.
  3. During the meeting, PSC will still accept replacement/substitution of players but only with complete requirements (as listed on the eligibility guidelines)
  4. We will no longer accept additional players.

  • To be held in the morning (10:00 A.M.) on the day of the Opening Ceremony.
  • To be attended by Project Director, Tournament Director, Team Managers and Coaches.
  • Venue to be announced.
 
REFRESHER COURSE:
  • To be held a day before Opening Ceremony.
  • To be attended by the Technical Officials.
  • Venue to be announced
 
VOLUNTEERS BRIEFING:
  • To be held 3 days before Opening Ceremony
  • To be attended by the Head of Sports Committee and Volunteers Committee.
